General Plans of Inaction or Strategic Plan of Inaction

I note increasingly that inaction is needed to save time and energy for few activities that can produce majority of desired results. A version of Pareto's law suggests 80-99 % of the time inaction may be the best course of action, so that one may identify and engage 1-20% of activities that may produce 80-99 % of the desired results.

This may also prevent 80-99% of activities that may produce less than 20% of desired results, while consuming 80-99% of the time, energy and other provisions.
